Can a FQHC bill a G0467 and a 99213 for a medical visit for same day of service? Or is this considered "double dipping"?

I'm not experienced with FQHC billing but according to the instructions for G0467 on EncoderPro for Payers G0467 has to be billed with an appropriate E&M code. Here is a snip of the information from EncoderPro for Payers.
