Wiki GA Medicaid Emergency Diagnosis Codes

I work for an out of state provider that is contracted with GA Medicaid. Some of our claims pay and some deny. We have been told this is due to some of the dx codes being covered on the "emergency list", but cannot find this list anywhere and are not getting any help from customer service. Has anyone ever heard of this before?
