Ganglion removal plus resected head of phalanx

Hi All,
this doctor removed a ganglion cyst from right second toe. He also removed the head of the middle phalanx with a sagittal saw to prevent further development of a new ganglion.

I am coding the ganglion removal to 28092, that is what the patient came in for. Do I code the resection of the head of the phalanx, or NO because it was a preventative measure and excessive work to removal of the ganglion.
