Wiki GC modifier for vaccine administration codes

Should the GC modifier be added to vaccine administration codes when the patient is seen by a resident? Since these are given by the nurse, I was thinking no, but they do have to be ordered by the MD/resident. This patient had a clinic visit on the same day, and this office does separate visit billing and not the global codes for prenatal care.
