Wiki Getting Physician's to sign 485 Orders

I'm a compliance officer in CT for a home health care agency looking for some suggestions. The medical records staff continuously has a difficult time getting signed orders from physicians in a timely manner. Some physicians flat out refuse to sign. This has an impact on our billing for services which have already been provided because we can't bill without the order being signed. I haven't been able to locate any regulations or penalties regarding a physician not signing the orders.

As far as I know, there are no penalties for a doctor not signing charts. It is not even a law that services must be billed. This is just a requirement if the provider wants to make money.
