Wiki Global billing with Dr not present HELP!! Quickly Please

Our physician wants to bill global for this patient. It was a fetal demise at 24 weeks. Patient recieved Cytotec. Dr was present at hospital but patient delivered on bed unassisted with nurse in the room. Dr delivered placenta. Patient was only seen 3 times antepartum. Docor believes ACOG allows global for this. Please advise!!
