Hi - The provider is indicating that Modifier is not required by Medicare when the specialties are different. What does Medicare advice regarding modifiers when different providers (specialties) are rendering services? Thanks

I am interpreting your question as one provider (Dr. A) did a surgery, and another provider of a DIFFERENT specialty (Dr. B) also rendered care. Dr. B should not require any modifier.
