In a multi-specialty facility; if a patient present to the office for a suture repair which is placed by a family practice physician and returns 7days later and an Internal med. physician removes the suture can the Internal med physician bill out an office visit? These physician are part of the same group but different specialty.

It does, even if there was different group it would still be in the global and you would need a transfer of care and use the 55 modifier on the repair code to make it happen.
 
Where in CMS can I get the guideline to the billing requirements for global surgeries? Do you happen to have a link?
