Wiki GO180 billed by 2 providers different specialty

I billed G0180 for dos 11/05/20 and Medicare denied stating that another group of different specialty billed this code for dos 10/23/2020. I know that this code cannot be billed again within 60 days, but my question is can Home Health assign a patients case to different providers? Does this rule of the 60 days apply even when both providers are from different specialty? Can modifier 25 be use with G0180?
