H&P done by MD in inpatient psych unit.

I was going to see if anyone could help us figure this out. Its kind of confusing but, our physicians our contracted with an inpatient psych hostpital to do the medical H&P since all their physicians are psychiatrists. We thought we are to be using the E/M codes 99221-99223, and 99231-99233. And the hospital should be using 90791-90792, or bill with modifier -Al. Since both our physicians and the pyschiatrists are billing the same codes our claims are getting denied as duplicates. We are not sure where to go from here. We have been working on this for several months but can't get an answer. Please Help!!
