Hammertoe with flexor tenotomy

I have a op report about hammertoe correction and I am questioning the use of flexor tenotomies along with it.

The doctor dictated, "Osteoclasis was performed, flexor tenotomies on digits 2,3,4 and 5 were performed and then K-wire fixation of digits 2,3,4 and 5 were performed and the K-wires were retrograded through the base of the proximal phalanx, out the end of the digits and then back into the respective metatarsals to the base of the metatarsal 2,3,4 and 5.

Can you code 28232 along with the 28285?
 
Everything I have been able to study regarding this situation says 'no.'

The 28285 includes the soft tissue work (except for a 28270 on the MTPJ.)

If anyone else out there knows differently, please respond.
