Can you be more specific? What specific services are being offered at the health fair? Who is rendering the services?

In my experience, insurance generally wouldn't be billed for the services at a health fair. They may be funded by an employer group, a grant, or some other funding source.

We'd need more information about whether the services were billable to a payer and how to code what was done.
