Is there a discount offered for rooms at Caeser's since that's where the conference is held at? I know Harrah's is offering discounted rates.

The conference is at Caesars Forum Convention Center, not Caesars Palace (the hotel/casino). Caesars Palace is across the street and down a little bit from the Caesars Forum Convention Center.

Although you could certainly choose to stay at Caesars Palace, it would be less convenient than Harrahs in terms of convention access.

The convention center for Healthcon is connected to Harrahs and the LINQ by the Forum SkyBridge. The Flamingo is also accessible through the Forum Promenade.
