How would you code Hearing Loss secondary to Electroconvulsive Therapy 3 years ago?

Late effect surgical and medicare 909.3 Code the hearing loss first. OR is it a complication of surgery 999.9 since the definition of a late effect is a residual after the original injury healed. If the ECT caused some kind of nerve damage that caused the deafness is that nerve injury healed but he is deaf as a result?

I hate late effect and complications.
