Help billing inpatient services in FQHC CA MediCal

Does anyone know the correct way to bill for inpatient services for FQHC provider who sees newborns in the hospital? We have no problem when billing fee for service to managed MediCal, however, when billing straight MediCal, our claims won't go with the correct POS because we bill with code "01"...not fee for service.
Any insight would be greatly appreciated.
