I need help with lung consolidation coding. can I code as J98.4 or as pneumonia J18.9?

I don't have an answer but I have a question in the same category:

I am a risk adjustment auditor. It is my understanding that medical record must state "lobar" pneumonia to code J18.1 (HCC) and if medical record just states left lower lobe pneumonia, you would code J18.9 (not HCC) . My record is dated November, 2017. What would the correct DX be?

Appears per coding clinic for DOS effective 9/24/18, Right upper lobe pneumonia would be coded J18.1 and would be an HCC but am not getting clear guidance for prior to 9/24/18.
