Wiki Help with a toe operation. Can CPT 28312 get billed twice for the same toe?

Procedure: Angular correction third toe, third hammertoe correction and pinning. Providers want to bill both 28312 ( P1 ) and 28285 ( P2 ) for the same toe. The osteotomies were done to correct angularity. Only CPT 28312 should be billed once for T7, third toe. Not each phalanx on the toe.

Details: Next, a stab incision was made at the plantar aspect of the third toe P1. The 2 x 12 cutting bur was advanced and an angular osteotomy was performed to correct the deformity. Next, a dorsal stab incision was made at P2 of the same toe. A dorsal closing wedge osteotomy was performed. The toe was then completely straightened. The toe were strapped using a Betadine impregnated gauze.
