Help with blood transfusion & Chemo on same day

Hello,

Is there any information available about why 36430 Blood Infusion is a comprehensive service and why a -59 modifier is used on the chemo infusion code? Example, patient comes in for chemo but also needs a blood transfusion and they are given on the same day.
