Does anyone know what the law is in regards to billing insurance a particular amount and then if it all goes to deductible or isn't covered, discounting the charge knowing patient is responsible?

Probably the false claims act. Billing one charge to the payer but representing it as a lesser charge to the patient.

The patient is responsible for their entire deductible so you cannot give them a discount if the entire balance was applied to the deductible.
