Hi Im new to the coding & billing world & trying to learn every thing I can. Im trying to bill & code a cerclage removal at the same time repeat section was performed. Is it necessary to use modifier 51 on cerclage??

Im looking at using
Dx code 654.51 incompetent cervix complicating pregnancy-delivered & 652.21 Breech presentation-delivered
with Procedure codes
59871 cerclage removal under Anesthesia & 59510 Obstetrical Care With Cesarean Section

Any suggestions???
