Can a locum tenen provider and the regular physician see patients on the same day?

No, a locum tenens is by definition a physician who is replacing another physician who is absent. If that physician is seeing patients and is not absent from the practice, then another physician should not be billing with his or her name as a locum tenens at the same time.
