Is there any information out there that would help me in proving that our orthopedic practice that is (not employed) by a hospital (that our practice does rounds on) are not allowed to bill for residents employed by the same hospital?

I am our practice is in PA/DE and we have our docs performing rounds on patients and they submit the consult note that has a residents name on the consult but our doc writes an "attesation" on the same consult.

I believe he cant bill for that, but I may be wrong.

Please help!
