Hi, I have a debate happening in the office and I would like some outside perspective. During an E/M visit the doctor orders a cystoscopy to help figure out an undiagnosed problem. If the purpose of cystoscopy is diagnostic, do you consider this a surgery, or diagnostic testing? Is it different for surveillance of a diagnosed problem? Is the cystoscopy a surgery with risk?
