should be a little blue button on the top of the thread that says "new thread" - just like the ones that say "post reply"...click it

oh, and you gotta do it from the "main thread" area - not the "new posts" or "todays posts" ... Click the area you want it under - General - OB - MODIFIERS - ect... and the "new thread" button should be at the top left once you enter the posts
