how to code fetal demise @ 21 wks undelivered

I have a situation where a patient presented to L&D with PPROM @ 21 wks due to incompetent cervix. Pt was not induced, Patient was discharged home the next day with a plan. Can we only
bill an E&M code for this with a place of service as outpatient hospital? We are located in Massachusetts.

That would be correct if she did not deliver. But can you bill observation care for admission on day one and discharge on day two? The documentation should support this is she was not admitted to the hospital.
