If you check your ICD9 book, it says what the coding guidelines are.

"Two codes are necessary to identify hypertensive retinopathy. First assign the code 362.11, hypertensive retinopathy, then the appropriate code from categories 401-405 to indicate the type of hypertension".

You should check the guidelines for section 401-405 also.
