Wiki I&D with no drainage obtained

Do I still code I&D, even if no drainage was obtained? Provider describes procedure as follows for this cyst on the arm, including what is in the parentheses as below:

"Using sterile technique, used a #15 scalpel to incise the surface. Incision about 5 mm in length and 5 mm deep. Slight bleeding. No drainage or any exudate. Cleaned incision area with iodine solution. Applied pressure for one minute followed by sterile gauze and bandage. (I & D unsuccessful.)"

Seems to me it is still an I&D procedure, 10060...? Is there a modifier I would use for his statement that it was unsuccessful? I'm not sure that -52, reduced services, fits.
