I'm embarrassed to ask this, but i'm short on funds. If I have a 2015 ICD-10 book, can I wait until 2016 closer to that October to purchase it? Am I understanding this correctly? I know the other books I have to have them for the 1st of the year.
 
Yes!

ICD-10 is not changing again until 2017 so you can wait until then to purchase a new one.
 
If you have the 2015 ICD PCS book, you may want to get the 2016 (effective 10/1/15-9/30/16) There are 50 new PCS codes this year. No changes for the Dx codes so you should be fine using the 2015 version.
