Diabetes with blindness not further specified?
 
E11.39 (type 2 diabetes with other diabetic ophthalmic complications) indexes back to blindness d/t diabetes. I would use an additional code from H54- to further specify. There is a blindness NOS (H54.8) if you don't have documentation of the degree of impairment.
