What is the difference with Type 1/Type2 DM vs other specified DM or how do you differenciate the two?

Type 1 diabetes must be documented by the provider, it is generally a condition which develops prior to reaching puberty but not restricted to the young. You can have late adult onset of diabetes due to autoimmune process and this too is type 1. The guidelines specify that neither age nor insulin dependence can determine the diabetes type, if the provider does not document type 1 or juvenile type or late adult onset due to auto immune then you default to type 2. type 2 is usually associate with diet, or insulin resistence. E13 is used for secondary diabetes that is not due to underlying disease nor drugs or chemicals(E08, E09), such as post procedural diabetes or diabetes due to genetic defects.
