Wiki ICD-9-CM and HIPAA

I apologize if this question has been asked and answered here previously, but I have a question about the ICD-9-CM guidelines and HIPAA.

Am I correct that the HIPAA Rule states that all HIPAA covered entities are mandated to follow the ICD-9-CM Guidelines when reporting ICD-9-CM codes? Is that a correct interpretation? Would anyone be able to point me specifically to the part of the HIPAA Rule where it states this?
