Now that the start date for ICD-10 has been pushed back, is there still a freeze on new ICD-9 codes?
No new books are needed for 2013?

ICD-10 Cm Has not yet been pushed back. As of June 14 CMS had an announcement that the discussion period had ended but at this time the implementation date for ICD-10 CM is Oct 1 2013. The push back is only a proposal and has yet to be ruled on.
The freeze is still in effect and there are no changes to vol 1 and 2 of ICD-9 CM there is one new code added to Vol 3.
