Wiki ICD-9 procedure codes or CPT

1 month old baby was rushed to ER for cardiopulmonary resuscitation. Patient was then sent to ICU. Do i use the ICD-9 procedure code becuase of the move to an inpatient setting 9( ICU) or the CPT because procedure was performed on outpatient setting (ER)? Thanks.
