The way I read the discussion, when using the newer codes for immunization under the age of 18 with counseling you would code for each component, but if using 90471 and 90472 you would still code for entire vaccine and not the individule components..is that correct?
 
Correct. When counseling is done, you can conceivably be billing 1 needle stick with multiple admin codes (90460/90461). If counseling is not done, then you will have 1 admin code (90471/90472) for each needle stick.
