Wiki incident to billing, PA's and urinalysis

I was listening to an audio conference today from AAPC regarding Coding and Billing for Mid Level Providers. They stated that a PA cannot supervise a diagnostic test performed by a nurse. So my question is, if a patient is seen by the PA for urinary frequency, he orders a U/A, the nurse does the dipstick, that test cannot be billed under the PA, it must be billed under our MD as supervising physician? Thanks
