Wiki Incident to under Trailblazer (CO) guidelines

I have a FNP who sees patients in conjunction (same day visit) with a physician. They bill both services under one encounter. They do this so the reimbursement is greater under the physician's name. Is this okay under Trailblazer's guidelines for incident to services?
