Can wellness exams be billed incident to if a plan of care has been established by the physician for the NPP to carry out?
 
No because The Initial Preventive Physical Examination (IPPE) and Annual Wellness Visit (AWV) have their own respective benefit categories. Therefore, they do not fall under the incident to benefit category under section 1861(s)(2)(A) of the Act.
