If one provider in a group is credentialed and the other is not credentialed in some insurances, can the non-credentialed provider bill out under the credentialed providers npi if he signs off on the charts?

and would this be consider "incident too billing?

You cannot bill physician services as incident to another physician. Yes billing under a provider that did not perform the service is incident to.
