I have a provider asking about if they get an invalid test on a point of care test, such as a rapid strep or flu, can they bill for that test? My first reaction is that you can't bill for the invalid test, but would a modifier 53 allow us to be able to bill the test to the insurance?

I would recommend not billing for incomplete or invalid results. Adding a modifier doesn't change the situation because billing the CPT code associated with the test includes the doctors interpretation of that result and it's use in the treatment of the patient.
