Patient is administered NS through IV. Nurse began to administer IV fluids through IV in patient's hand however no fluid was being administered. They discontinued IV access in the hand and started a new IV in the forearm.

I'm trying to bill for the infusion however I'm not sure if I can count the infusion time as the time they first tried to do the infusion but couldn't OR if the time starts from when they placed the IV in the forearm and were able to infuse.

Any help is greatly appreciated.

The guidelines in the CPT manual state "When reporting codes for which infusion time is a factor, use the actual time over which the infusion is administered". The actual time the patient received the infusion would be the relevant time/code to report.
