Wiki Infusion question--HELP!

It's not really an infusion being done, but billed that way. This is what the patient had done:
Right upper chest medi port accessed with 0.75in huber needle, + blood return noted. (this is all that is in the note, except for the nurse/MD signature)

And this is what was coded:

96375

J1642

I'm hoping someone can help before I question the person that coded it this way (note, it's a nurse who argues with me a lot on what should be coded)
