I am being instructed to bill for unused medication that was pulled and not used at the pts visit.

A certain # of syringes and filled with regards to the pt stage of care. If there are 3 1/4 out of 4 syringes used. Are you able to bill for the medication in all 4 syringes and not the cc's in 3 and 1/4 syrignes of medication used. The remainder is waste.

What does a JW modifier and would that on the waste only and than another Jcode biled with the actual amount used?
