Wiki Injury S code with M code

Is it correct coding to submit an M code with an S code for same injury? Pt has an injury to left knee. Provider performs injection to knee:
99214:
S89.92XA Left knee injury, initial encounter
M23.92 Internal derangement of left knee
20610/J3301:
M23.92 Internal derangement of left knee

There is only one injury to the knee. I do not read any specific instructions in either the official ICD10 guidelines or the chapter guidelines that prohibits the two codes but it doesn't seem entirely correct either.
