Can the anesthesiolgist bill for a consult if its less than 24 hours before surgery?

The classic answer - It depends.
1. Why are they were seeing the patient?
2. Is it a true consultation (request for opinion/advice vs. transfer of care)?
3. Is it related or unrelated to the surgery?
4. What is documented?

Anesthesiogist did an anesthesia consult 4 hours before pt went in for surgery. He wants to know if he can bill for the consult. It was my understanding, that it would be inclusive. That we can't bill it separately within 24 hours of the surgery. Is that correct?
