If a specialist does an inpatient consultation, Medicare does not cover consults.....how to bill?

Initial hospital care, 99221-99223.

Inpatient codes 99221-99223 are only for the provider admitting the patient. If patient has already been admitted by any provider of any specialty, bill 99231-99233.

If the consult is your initial visit with the patient you do use 99221-99223.

The admitting physician bills the 99221-99223 with the -AI modifier to distinguish that he/she is the admitting.
