Inpatient faciliy recheck in office coding

If my physician sees a patient in the facility (ER or inpatient) and codes appropriately. Then has the patient come into the clinic for a follow up visit, who is new patient to the clinic can the physician code a new office visit or is it an established since the physician saw the patient in the facility?
