My OB Doc was called for a inpatient OB consult on a patient with retained placenta, he removed the placenta as well. Can both be billed together? is there a modifier needed?

I believe that in this situation the consult is billable along with the placenta removal code. Your doc evaluated the patient, talked to the patient (I assume) about the problem/tx options/doc's recommendation, and then performed the procedure. The consult should qualify for either a 25 or 57 modifier, depending on your procedure code.
