Wiki inpatient with 24 Modifier?

can any one explain that 24(Unrelated Evaluation and Management Service by the Same Physician or Other Qualified Health Care Professional During a Post-operative Period) Modifier is applicable for INPT (99221-99223).

EX; The 90 days global period procedure (Laparoscopy, surgical, with vaginal hysterectomy) on DOS 04/23/19.
The patient have follow to inpatient care(99222) on 05/23/19.

The hit the global concept ,we can code 24 Modifier with 99222?

Modifier 24 can be used with any E&M code, including inpatient E&M codes, but only if it is supported by the documentation, which must show that the services are unrelated to the surgical procedure. If the inpatient E&M service is part of the normal postoperative care, or (under CMS policy) for treatments of complications related to the surgical procedure, then it would not be appropriate to code the modifier.
