Good Morning,

If a patient was admitted IP L&D due to a scheduled induction, after 24 hours of laboring the patient is discharged home, and comes in at a later date to deliver, can the first visit be billed?

Second, can it be changed to OBS and billed AFTER the patient is discharged from the facility?
 
Yes, the first visit can be billed in that case. Not sure I understand the second part - you are asking if her status can be changed from IP to OBS after she has been discharged? I would say no, change of status has to take place while the patient is still there.
