Provider unable to insert IUD, unable to sound uterus. IUD package was never opened. Can we bill for the attempt?
 
EncoderPro information regarding 58300-Insertion of IUD states the following regarding a discontinued procedure:

So, you should be able to bill 58300-53 but you should not be billing the J code for the IUD device itself, since the package was not opened and presumably able to be used on another patient.
 
What if the product is opened but the procedure was discontinued? Is there a modifier for the J code to indicate the product/drug was opened but not inserted?
I don't know how other insurance companies would cover the IUD device if it the packaging was opened but not utilized but the company, I work for would typically not cover the device.

It seems to me that this question has been posed before and I would suggest searching the forums for the term IUD and see if you can find any other threads that might answer this question.
